What will you do to guarantee that some of the foreclosed properties saved through the Neighborhood Stabilization Program are made affordable to families at 40% and 60% of AMI?

This income group is targeted by Low Income Housing Tax Credit program. I would look at using tax credits along with the Neighborhood Stabilization Program to rehabilitate rental properties. Properties can be developed by, in conjunction with and/or turn keyed to non-profit organizations with solid tract record to manage. I would also mandate the inclusion of these units in the trust fund, to ensure long-term affordability beyond the tax credit period.
