YES A single Inspector General for the City and the City Council would have been ideal. However, the problem is not so much with having a separate Inspector General for the City Council, but rather
the limited powers of the City Council Inspector General. The legislative inspector general should not have to get approval from the Chicago Board of Ethics before opening an investigation.
