CAPS has enormous potential as a positive, proactive policing strategy – but only if the CPD itself at the highest levels of management is committed to embracing both its principles and its practical potential. In recent years, senior management has focused much on the public image of the program and less on effecting real positive change on the ground. First and foremost, senior management must commit to CAPS as a fundamental component of each district’s policing infrastructure – with the goal of stressing prevention over punishment and low intensity interactions over coercive interventions. This must include a parallel commitment to putting officers on regular foot patrols along regular beats in the streets – as allies to neighborhood residents seeking to mitigate the possibility of serious crime and as responsible interveners in troubled areas.
